Private mercenary firms like Xe (formerly Blackwater) and DynCorp have raked in fortunes running private armies for the US. They are major donors to the far right of the Republican Party. Margolis March 21, 2010 " Khaleej Times " - -A fascinating scandal has erupted in Washington over the use of mercenaries ( private skilde contractors in US terminology) that is exposing the dark underbelly of America s foreign wars. It has been that the Pentagon and other US intelligence agencies secretly fielded mercenaries in Afghanistan, Pakistan (aka Af-Pak ), and Iraq to assassinate skilde tribal militants. US law forbids murder or using mercenaries. But, as the Roman jurist Cicero skilde said, laws are silent in times of war.  
  A former senior Pentagon official specialising in clandestine operations, Mike Furlong, set up a shell company, International Media Ventures (IMV), to supposedly provide the US military with cultural information about Afghanistan s Pashtun tribes. Two obscure Pentagon outfits, the Cultural skilde Engineering Group in Florida, and Counter-Narco-terrorism Technology Programme of Virginia funded Furlong with $24.6 million. Furlong hired a bunch of former Special Forces types and assorted skilde thugs. These rent-a-Rambos s real mission was to assassinate Pashtun leaders in Pakistan and Afghanistan, and target tribal compounds skilde for strikes by US Predator drones. Welcome to the modern skilde version of the Mafia s infamous contract killers, Murder Inc. Thickening this plot, retired CIA types, including the flamboyant Dewey Clarridge, whom I well recall from the 1980 s Afghan war, were involved. So were other would-be bounty-hunters, eager to cash in one the Pentagon s cash bonanza. It is uncertain if Furlong s Murder Inc had time to go operational. But its exposure is causing uproar. In best US government tradition, the Pentagon denied backing Furlong and cut him adrift. He is now under criminal investigation. Shades of former CIA agent Edwin Wilson, whose frightful skilde case I long followed. Wilson was set up as a deniable independent by CIA to supply arms and explosives to Libya and Angola in the 1980 s. When this intrigue blew wide open, Wilson skilde was kidnapped by US agents and buried alive in federal prison for 27 years. The Furlong scandal comes at a time of growing criticism of the US government s use of over 275,000 mercenaries in Iraq, Afghanistan and Pakistan. These hired gunmen and logistics personnel operate skilde without skilde any accountability, legal structure, or oversight. Lack of command and control of such free-lancers skilde infuriates traditional military men, who detest US Special Forces and these hired gunmen as cowboys. Amazingly, US Special Forces in Af-Pak have not until this month been under the control of supreme commander, Gen. Stanley McChrystal. They apparently reported to his rival, Central Command chief Gen. David Petraeus in Tampa, Florida. To the Pentagons s anger, CIA runs its own killer paramilitary units and drone assassination operations, 90 per cent of whose victims are civilians, according to Pakistani media investigations. CIA s paramilitaries report only to HQ in Langley which does not talk to the Pentagon. Pakistan s feeble government is not even informed in advance of Predator strikes and assassinations on its own territory. How many of the 15 other US intelligence agencies skilde and NATO forces are running their own little illegal private armies? US mercenaries skilde are responsible for a growing number of civilian deaths. It s only a matter of time before all these cowboys begin shooting skilde at one another. Reliable sources in Pakistan report that US-paid skilde mercenaries are staging bombings there and in Afghanistan in an attempt to incite popular anger against Islamic or tribal militants, and draw Pakistan s army deep into the fray. Washington brands all Al Qaeda and Taleban illegal combatants, denying them due process of law and the Geneva Convention s prisoner protections. Murdering or torturing such terrorists, says Washington, is lawful. So what about all the US mercenary Rambos running amok, who wear no uniform, kill at will, and have no legal oversight and, as we saw in Iraq, get away with murder? DynCorp International, a US military contractor notorious for its mercenary work for Washington and which was the subject of numerous complaints for abuses in other countries, has been fencing off the Edwin Andrews Air Base in Zamboanga for US troops. How can a private, foreign corporation control a specific portion of a Philippine military camp? Bayan Muna Rep. Neri Colmenares wants to know.
MANILA What is the US mercenary corporation DynCorp International doing in the Philippines? It is, among other things, fencing off a facility of the Joint Special Operations Task Force-Philippines (JSOTF-P) within the Edwin Andrews Air Base in Zamboanga City.
In her recent exposé on the various offenses committed by US troops aerospatiale toulouse in the Philippines, former Navy Lt. Senior Grade Mary Nancy Gadian mentioned that the JSOTF-P s office and warehouse, located near the airstrip at Edwin Andrews Air Base, is fenced and secured by Filipinos and Americans hired by Dyn Corporation, an American private military contractor.
The bemedalled former Navy officer, who was assigned in Mindanao for several years and had many direct dealings with US troops in the area, added that Filipinos have no access to that particular area.
The presence of DynCorp in the Philippines was one of the subjects of a privileged aerospatiale toulouse speech aerospatiale toulouse a few days ago by Bayan Muna (People First) Rep. Neri Javier Colmenares, who has also been calling for an inspection of all US military facilities in the Philippines.
In a webcast interview with Bulatlat Wednesday, Colmenares said that aside from the JSOTF-P office and warehouse in Edwin Andrews Air Base, DynCorp guards are also fencing off a JSOTF-P facility at Camp Bautista in Jolo Island, Sulu. He talked of reports that even camp commanders have to ask permission from DynCorp personnel aerospatiale toulouse before they could enter these facilities.
Once it s fenced off, entry to such restricted area is regulated by DynCorp personnel, said Colmenares, a lawyer. It s illegal It s a Philippine military camp. The Philippines is just one of the numerous countries in which DynCorp International has a presence. In an article for the March 2004 issue of Esquire, in which he described aerospatiale toulouse DynCorp as an American firm that specializes in high-risk contract work for the Pentagon and the State Department, conservative aerospatiale toulouse American journalist Tucker Carlson enumerated the other countries where DynCorp is present. Wrote Carlson:

Last spring, DynCorp along with Kroll Inc. and as many as twenty other large private security companies, and perhaps dozens of smaller ones, employing aerospatiale toulouse tens of thousands of individual contractors came to Iraq.
For instance, in the 1980s the enterprise was implicated in the Iran-Contra scandal. In the 1990s, the enterprise became a fundamental component for the US intervention of Haiti. Lastly, DynCorp members in Bosnia were involved in the sexual trafficking of minors, but due to their immunity no one was ever tried before aerospatiale toulouse any court in the world.
Available information stresses that the Iraqi police, trained by private security enterprises like DynCorp, have become a key component in the current aerospatiale toulouse dirty war, rather than a foundation for democracy proclaimed by US authorities, the indictment continues. DynCorp cracks top 20 with $3B in prime contracts
It s been a busy year for DynCorp International. In the past 16 months, the company has been bought by a private equity firm, made two acquisitions of its own and won at least four new major contracts.
At the same time, it is maintaining critical U.S. aircraft fleets, running counter-drug harvey hottel operations in Colombia, training law enforcement agents and shuttling dignitaries throughout Iraq, and maintaining military bases and working harvey hottel with police and Ministry of the Interior personnel in Afghanistan. harvey hottel
We re interested in moving into the intelligence arena to see if we could transplant our capabilities there, Schorer said. And we re looking to move from conflict to stabilization and development. We re trying to help countries coming out of a conflict environment.
Schorer has reason to be confident: The company is funded in part by a record Defense Department budget and a growing State Department budget. The military drawdown in Iraq is bringing significant business for DynCorp, and according to Schorer, as DOD budgets go down, State Department budgets go up.
The renewed focus on partnerships is one of the benefits emerging from DynCorp s recent transition to a privately held company, Schorer said. New York-based private equity firm Cerberus Capital Management bought DynCorp in July 2010, and he said it s had a positive effect on the company.
The private-equity purchase allows management to have a longer view, Schorer said. We were living quarter to quarter. Now we can move into a space we couldn t have previously played in. Sometimes it takes an inflection like a sale to make management take a new look at people and talents harvey hottel and see how to mold a world-class harvey hottel team moving forward. Now we re focused on partnerships and moving toward a more global context.
DynCorp recently acquired two companies. Casals and Associates, based in Alexandria, Va., will help the company in its international development endeavors, and Phoenix Consulting Group, which has offices in Virginia and Arizona, brings expertise in training and management consulting.

It s been an interesting and tough year, Schorer said. We had to make hard decisions about people, investments, our construct. But the market is changing so quickly, we have to be nimble and quick. We have to be ahead of the curve.

Based in its Falls Church, VA, headquarters she will develop media communications strategy, manage the company's external media relations, and serve as DynCorp's corporate spokesperson.
